(1) Civil servants should not do the following without taking the prior approval of the Government of Nepal:-
(a) To participate in the establishment, registration or operation of any bank or company,
(b) To carry out any trade or business that should be registered according to the prevailing law,
(c)  …………….
(2) Notwithstanding anything written in sub-section (1), civil servants may do literary, scientific or artistic work in a way that does not conflict with the policy of the Government of Nepal.
